OFFICER ORIENTATION

On behalf of the National Headquarters and myself, we wish to Thank you for volunteering your time and experience to make this training available for young cadet recruits.



We are here to implement the USNSCC Recruit Training program. This program is outlined and the POD schedules each activity. It is very important that ALL personnel adhere to the POD exactly as scheduled. Be sure to have your Recruits at the designated area ON TIME. We will review the POD and where operations conflict and changes are needed, we will modify its contents at Officers call each nite if needed.



I would like to cover some operational topics and lay out the general guidelines so there will not be any confusion by interpretation of regulations or we do it different at home conflicts. Please follow the Chain-Of-Command when possible if any questions arise. PLEASE ASK FIRST if you are not sure about something. This is a learning experience for many of us.



I. Refer to Operations Plan



II. Sea bag Requirements/Contents/Contraband



a. ALL Contraband is to be confiscated, inventoried, bagged, depends on what it is.



b. Division Officers lists any shortages of uniforms, must be turned in to the Supply Officer ASAP



III. Barracks



a. All barracks must be kept clean and military AT ALL TIMES.



b. Mops must be hung out each morning/evening to dry. MOP HEAD UP



c. Each barracks will be inspected daily. Points count toward Honor Company award



d. Trash cans will be emptied daily. Fresh trash bags will be placed in the trashcans every morning.



e. All Lockers MUST be arranged the same, a diagram will be provided



f. Lockers MUST BE SECURED at ALL TIMES when the cadet recruit is away from the locker. If keys are accidentally locked in locker, Admin will maintain the extra key or combination in the Cadets Service Record. Locks that need to be removed by force MUST BE REMOVED by the SUPPLY OFFICER, in the presence of one DIVO. Cadets will have to buy a new one from the COTC.



g. Lights out at all times when not occupied.



h. Discipline WILL BE MAINTAINED AT ALL TIMES. There will be no horseplay tolerated at any time, in or out of the Battalion area.



i.Keep cleaned up your points for Honor Company will be graded.



IV. Cadet Recruits



a. All Cadets are restricted to the Battalion area AT ALL TIMES unless in the company of an NSCC Escort Officer or personnel designated by the COTC and following the POD or by direction of the COTC.



b. AT NO TIME will an adult or another cadet make physical contact with a cadet recruit except to prevent him/her from being harmed or to defend yourself.



c. At NO TIME will cadet recruits be left alone WITHOUT PROPERLY AUTHORIZED ADULT supervision. Staff cadets (Company Commanders) ARE NOT considered ADULT supervision. A male escort for male cadets and a female for female cadets.



d. Cadet recruits MUST be in FULL uniform AT ALL TIMES when outside of the barracks, unless they are in an organized sport or other activity and the uniform of the day authorizes the change.



e. AT NO TIME will ANY Cadet be subjected to hazing in any form. Physical activity such as PRT, WILL NOT be used as disciplinary action. (NO PUSHUPS except during PRT)



f. AT NO TIME will cadet Recruits be allowed to consume Soft Drinks, Candy, or any food products within the barracks or Battalion area except by SPECIFIC PERMISSION from the COTC. During meals, water only except a small amount of milk at breakfast with cereal and one glass of juice is also authorized at breakfast unless authorized by COTC.



g. AT NO TIME will cadets or Officers be subjected to foul or degrading abusive language by anyone.



h. Cadets will MARCH to and from ALL locations if in groups of three or more.



i. Military courtesies WILL BE practiced by Cadets and OFFICERS at all times.



j. AT ALL TIMES, the cadets whereabouts must be known. Division Officers will Report missing cadets not at their assigned station immediately to the COTC. The COTC will notify the Base security in the event the cadet is not found.



k. Any cadet needing medical attention will be escorted to the Battalion Clinic with a pass from their DIVO; no pass will not see Medical. Emergency situations requiring immediate hospital treatment will be by notifying the US Army Duty Station, if an ambulance is needed, The Medical Officer will be notified as well as the COTC immediately. Fire emergencies that require the Fire Dept. will notify the US Army Duty Station.



L.Smoking by cadet recruits is prohibited AT ALL TIMES. The use of ALL TOBACCO products is also prohibited.



m. Cadets needing medications must be approved before check in. Sick Call hours will be posted by the Medical Officer. No sick call prior to morning PRT unless approved by the Medical Officer as medically immediate.



n. Cadets that wonder away from their companies or disrupt DIVO on a continuous basis will be sent home.



V. Staff Cadets



a. Staff Cadets are assigned as Company Commanders, assistants to the Division Officer. Their duties are to assist in the training of the Cadet recruits. Staff Cadets ARE NOT to be Drill Sgts. The Staff cadet is there to show the recruits how to perform a specific task and to insure the directions of the DIVO are carried out.



b. Staff cadets MUST let their DIVO know where they will be AT ALL TIMES.



VI. Officers



a. All officers must attend muster each morning, unless released by the COTC. The CSC will release the CDO only after muster. The CDO will then report back to the Quarterdeck NLT 2130 hrs to prepare to post the Watch. Dont forget chow and Officers Call.



b. The CDO will stay awake all night to ensure the safety and security of the battalion. The CDO will make regular scheduled rounds of each building and ensure that the Quarterdeck Watches are awake and all is safe and secure. All activities will be logged in the Quarterdeck log. Walkie Talkie checks between the Quarterdeck watches and Fire watches will be performed every 30 min. And logged as to what has happened.



c. All officers will practice military courtesies at all times when in uniform and in the presence of cadets or ARMY personnel.



d. All officers will notify the XO/CSC of his/her whereabouts when not on duty or at his/her duty assignment as outlined by the POD in the event an emergency arises.



e. Quarters and Galley costs will be covered by the NSCC RTC fund during the period of the RTC activity. Telephone calls. Transportation costs are not covered by the NSCC RTC funds unless approved by NHQ.



f. All officers are expected to present themselves as examples to the recruits and the ARMY personnel at all times. Remember we are guests at NCO Academy.



g. Remember to ask about anything that you are not sure about.



h. Telephones are OFF LIMITS to ALL cadet recruits except during the periods designated by the COTC.



i. THERE WILL BE NO HAZING OF RECRUITS AT ANY TIME. NO PHYSICAL (PT) to be administered for punishment! NO EXCEPTIONS. NO DROPPING FOR PUSHUPS, etc.



VII. Guests



a. ALL Guests, including NSCC personnel from home units, parents, and ARMY personnel MUST report to the XO before entering the living quarters of the cadets. The exception to this rule would be emergency fire and medical personnel.



b. Parents wishing to visit with their child will report to the Quarterdeck area first. The XO will let the parent visit, briefly, at an area or at a location within the supervision of the NSCC personnel designated by the XO. This should not happen.



c. US ARMY personnel ARE NOT allowed visiting with the Cadets at any time unless they are related and only under the supervision of NSCC personnel as outlined above.



I understand that some of this is redundant and maybe unnecessary to note. I hope you understand that I wanted to make sure that everyone understands the basic guidelines. If at any time a question arises, please feel free to discuss it with me. Lets make this a great experience for all of us.
